We are seeking an experienced professional to join Abacus Insights' Delivery team as a Senior Technical Business Analyst. The Delivery team provides implementation services to our clients on our modern cloud-enabled data management platform. The core responsibilities of the Senior Technical Business Analyst include authoring technical specification documents, authoring source-to-target mapping specifications, and building operational and analytical conceptual data models. 

The Senior Technical Business Analyst collaborates with team members to interview key business and technical stakeholders from the client to collect requirements. The ideal candidate will be comfortable and willing to leverage a mix of business analysis, technical analysis, and project management skills (we anticipate 80% of the role will be BA-related work and 20% PM) combined with their knowledge of healthcare business domain knowledge, healthcare data knowledge, and modern data technologies.

This role requires an analytical thinker with experience using healthcare data. The Senior Technical Business Analyst must have a proven track record in leading the development of technical requirements related to data in a client-based setting. Qualities to succeed in this role include strong cross-functional collaboration skills and client engagement acumen.

  • Develop technical requirements in the form of source-to-target mappings, conceptual data model designs, and technical specifications document (TSD). Work with subject matter experts, clients, and cross-functional teams to understand business requirements and translate those requirements into a technical specifications document (TSD). This may include elaborating on requirements with the client, capturing acceptance criteria, and identifying non-functional requirements. The scope of technical requirements can vary across a broad range of client deliverables, including but not limited to reports, dashboards, data extracts, or views of the data used by the client for operations or analytics. 
  • Use your experience and knowledge to create data flow diagrams and conceptual data models to communicate technical requirements to stakeholders and peers.
  • Perform tests against the delivered solution and confirm that all acceptance criteria are met before handing over the solution to the client. This is a validation step performed by the technical requirements author with assistance from other team members to simulate the actual client user acceptance testing (UAT) as a precursor to the client's UAT. This activity complements core testing performed by the Abacus QA team. 
  • Work closely with cross-functional teams, including business experts, business analysts, project managers, account executives, and data engineers, to successfully implement client projects. Collaborate with Product Management to identify client-specific requirements that may translate into an existing standard product feature or a future feature on the product roadmap.
  • Create and execute detailed task-level project plans. Run daily internal progress/status calls; flag any risks to schedule and quality of deliverables. Maintain all project management artifacts with support from the program manager, ensure document version control, and assist the program manager with the overall governance of the engagement.
  • Analyze data and reports to validate the quality of information, identify trends, highlight patterns, identify inconsistencies, and summarize/present findings and results.
  • Guide and mentor less-experienced technical business analysts.
  • : Provide internal teams with knowledge and training on technical requirements gathering techniques and business domain knowledge to enhance their efficiency. Provide ongoing support to address questions and issues raised by the implementation team.
  • Serve as a bridge between the business requirements and Abacus technical teams, effectively communicating the technical requirements to team members.
  • Own and manage all net new requests from client, tracking resolution using internal project management tool.
  • : Become educated and understand the strategy of new product launches, new features, and product upgrades, as well as how they support the client.
  • : Conduct process analysis and evaluation and implement process improvements that lead to better solutions and client satisfaction.

  • Bachelor's in health care administration, Computer Science, Business, or equivalent experience
  • 7+ years' experience, preferably at a payor, with a strong working knowledge of US healthcare data, including but not limited to Membership, Enrollment, Eligibility, Medical Claims, Pharmacy Claims, Plan, Clinical, and Provider
  • 7+ years' experience in data analytics and SQL
  • Experience with JSON, ETL tools, data mappings, data profiling, SQL, data pipelines, and running or writing simple Python scripts
  • Familiarity with cloud services like AWS, Azure, Databricks, and Snowflake
  • Ability to understand and review technical documents and artifacts
  • Ability to interpret and review data transformation logic/specifications
  • Business domain expertise and associated technical proficiency to deliver solutions that meet the client's needs in the healthcare provider data domain
  • Demonstrated experience navigating complex Payor and Payvider environments as an analyst or consultant, eliciting a client's requirements and building relationships
  • Strong communicator who can leverage their domain expertise effectively with the client and build working relationships with internal and external team members. Ability to communicate succinctly and clearly, both verbally and written, across technical and non-technical audiences at multiple levels
  • Analytical thinker with the ability to understand and document business processes, elicit and identify implied requirements, extract insights, and translate them into comprehensive and cohesive requirements and requirement plans

The ideal candidate will be organized, self-motivated, and able to complete complex tasks with little supervision. The Senior Technical Business Analyst will be required to work with internal and external departments and be able to position products, solutions, and services to be highly competitive to address market and client needs.
